This property contains the number of bytes of data stored in this metadata stream.

Note: Windows does not like metadata streams with nothing in them. To allow you to use zero length metadata streams we use a place-holder whenever you insert null data or an empty string into a metadata stream. Under these circumstances the length of the data will be 32 bytes even though the text and data properties seem to indicate that no data is being held.
